The signing of MoU with the Dzongkha Development commission

The Memorandum of Understanding(MoU) was signed between National Commission for Women and Children(NCWC) and Dzongkha Development Commission (DDC) on 16th January, 2018. The MoU would help NCWC to enhance the use of Dzongkha for official correspondences and other documentations. The overall objective of the MoU is to promote our national language in the country.
During the signing of the MoU, Hon'ble Secretary of DDC thanked NCWC for the initiative and conveyed full support of DDC in effectively implementing the MoU. The Director of NCWC also thanked for rendering the full support by DDC.

Validation Workshop on the Draft Gender Equality Policy and the Mid-year GFPs Meeting

The National Commission for Women and Children conducted the high level Validation workshop on the draft Gender Equality Policy on 20 October, 2017. Representatives from Ministries, autonomous agencies, CSOs and Development Partners attended the workshop. The Policy is being developed by the NCWC in collaboration with the UNDP, Bhutan Office.

The main purpose of the Gender Equality Policy is to provide overarching directives to ensure equal rights, opportunities and benefits to women and men, girls and boys and to address the gaps and inequalities existing within the family, workplace, community and in society. It is also to ensure that substantive gender equality is achieved wherein full growth and potential are achieved in the economic, social and political spheres.

The Validation Workshop was preceded by a day long mid-year meeting of the Gender Focal Persons (GFPs) from Government Ministries and Agencies, CSOs and Dzongkhags on 19 October, 2017.

The key highlights of the meeting with GFP were: the incorporation of the specific roles and responsibilities of the GFPs in the draft Gender Equality Policy; the need to ensure quality in the establishment of crèches, with special focus on caregivers and sustainability aspects; and the need to target high level decision-makers at the central and local government level for sensitization and awareness on gender equality issues.

International Day of the Girl Child (IDGC)

International Day of the Girl Child, October 11, 2017 "EmPOWER girls: Emergency response and resilience planning." Sherubtse College, Kanglung

This year the National Commission for Women and Children in collaboration with Sherubtse College and support from UNICEF joins the global community in observing the International Day of the Girl Child with the theme “Empower girls: Emergency response and resilience planning.” Empower girls will highlight the current actions of empowered girls in a range of geographical settings that represent the vast diversity of emergency contexts.

The day, which is observed on 11th October every year, serves as a catalyst for the growing worldwide movement to empower girls and mark the launch of a year-long effort to bring together multi-sectoral partners and stakeholders to advocate for, and draw attention and investments to the most pressing needs and opportunities of girls in emergencies, among them: access to menstrual hygiene and other commodities, and related gender-responsive health and nutrition information and services; addressing gender-based violence and harmful practices through a range of prevention, protection and response approaches; and access to girls’ education and skills-building.

Event:

To observe the International Day of the Girl Child, Hon’ble Lyonpo Dorji Choden, Chairperson of the NCWC and the Minister for Works and Human Settlement will grace the occasion with the people of Trashigang, Women representatives from six eastern Dzongkhags, students and faculty of Sherubtse College. The NCWC will conduct a sensitization on its mandate, The Child Care and Protection Act, 2011, The Child Adoption Act, 2012 and The Domestic Prevention Act, 2013 and the related Rules and Regulations followed by presentations from key stakeholders and relevant partners.

In collaboration with Sherubtse College, NCWC will hold a panel discussion on the theme of the IDGC; "EmPOWER girls: Emergency response and resilience planning."

The panelists from different agencies will talk on the various efforts of young girls towards addressing the issues faced by girls all around the world and the initiatives taken to continuously respond to their needs and help them develop their full potential. The discussion will also focus on various interventions being undertaken, gaps and challenges and future actions that are necessary. it would also touch on coordination issues and the need for the Government, local authorities, civil society, development partners, children, youth and the community to work together.

Background:

Two billion people live in countries affected by conflict and violence, and 200 million people are affected by natural disasters every year. In 2016, approximately 535 million
children were living in countries affected by conflict, natural disasters, epidemics and other emergencies worldwide.

Every 10 minutes, somewhere in the world, an adolescent girl dies as a result of violence. Gender-based violence often spikes in humanitarian emergencies and displacement settings, subjecting girls to sexual and physical violence, child marriage, exploitation, and trafficking. Girls are also 2.5 times more likely to be out of school than boys during conflict, compromising their future prospects for work and financial independence as adults. Health services critical to girls’ well being, including sexual and reproductive health services and information, maternal care, and provisions for menstrual health and hygiene, are often scarce or insufficient in crisis situations. The Article 9.17 and 18 of the Constitution of the Kingdom of Bhutan 2008 reaffirms the commitment of the Government to take appropriate measures to eliminate all forms of discrimination and exploitation against women and children including trafficking, prostitution, abuse, violence, harassment and intimidation at workplace in both public and private spheres. Further, Article 9.3 states "the state shall endeavor to create a civil society free of oppression, discrimination and violence, based on the rule of law, protection of human rights and dignity, and to ensure the fundamental rights and freedom of the people."

Bhutan is one of the first signatories to the Convention on the Rights of the Child which was ratified on August 21, 1990 and its two optional protocols on the Sale of Children and Involvement of Children in Armed Conflict in 2009.

The NCWC has been working closely with Government agencies, Non-government organizations and Development partners in particular UNICEF and Save the Children International towards promoting and protecting the rights of children in Bhutan.

Launch of CMIS for Women and Children

The National Commission for Women and Children has launched the Central Management Information System(CMIS) for Women and Children. The system was inaugurated by Secretary, Ministry of Health,Vice Chairperson for the NCWC in presence of all stakeholders presentative. The main aim of CMIS is to host the disaggregated data for Women and Children in difficult circumstances and Child in Conflict with Law to address and render services to the women and child who are in need of care and protection.

Background of CMIS

The National Commission for Women and Children, having been identified as the Competent Authority by three legislations – Child Care and Protection Act of Bhutan 2011, Child Adoption Act of Bhutan 2012 and Domestic Violence Prevention Act of Bhutan 2013, the NCWC has been entrusted with the responsibility to take the lead, working in coordination with other sectors to institutionalize a protection system for women and children in Bhutan.

In our approach towards building a sustainable women and child protection system, one of the major challenges faced has been the lack of disaggregated data on women and child protection issues. While initiatives taken by both government and non-government organizations working to address women and child protection issues, it is vital to ensure that these policies and programs are in line with the need of women and children. Evidence based planning would ensure the effective implementation of any initiative to address this rising issue and also in the establishment of a comprehensive women and child protection system.

The Child Care and Protection Act of Bhutan 2011 (CCPA), the Child Care and Protection Rules and Regulations of Bhutan 2015 and the Domestic Violence Prevention Act 2013 and its Rules and Regulations of Bhutan 2015 mandates the provision of an effective and efficient services to protect rights of every woman in Bhutan and children. In efforts to fulfill its mandates enshrined in the above Acts, the NCWC has developed the Standard Operating Procedure on Case Management for Women and Children in Difficult circumstance, a systematic guideline in identifying the roles and responsibilities of various sectors in providing services and protecting the rights of both children as well as women including those that are in conflict with the laws and in difficult circumstances. However, due to lack of an effective database system, the commission is currently challenged in fulfilling its mandates as enshrined in the above two Acts.



This lack of disaggregated data has been a major challenge in ensuring the provision of effective and timely services to women and children in need of care and protection. While there exists a range of data through sector specific data systems, there is a gap in the available data to inform evidence based women and child protection programming. Current practices on collecting and sharing of data have failed to reach full potential of providing comprehensive data due to:
  • Duplication in recording cases reported by various service providers;
  • The lack of a system to consolidate and analyse existing data;
  • Uncertainty in dealing with data in terms of unclear protocols to ensure confidentiality and ethics; and
  • The existence of multiple data systems (law enforcement, health, education, population data and civil registration) that do not enable information sharing between existing systems.


In order to ensure a systematic and evidence based approach to provide effective and appropriate services to women and children in need and care, the NCWC with the support from Save the Children International, Bhutan, has developed a Central Management Information System for Women and Children to house disaggregated data on women and child protection issues. This would provide the way forward to streamline data management on women and child protection issues including data on women and children in difficult circumstances and children in conflict with the law by effectively recording and reporting to support evidence based decision making,planning and policy making.

The NCWC aims to collaborate with various stakeholders to collect and collate data on women and child protection including a child justice system and provide effective justice and other support services to women and children in need through the system.

Key gender terms and concepts

Gender and Sex

Sex refers to the biological differences between male and female bodies. Gender refers to the sociologically and culturally based distinction between men and women. One‘s gender is therefore most often comprised of those roles and attributes that are not purely “natural” or biologically determined, but are rather dictated by norms and traditions. Because gender is not biologically given, the attributes of both male and female gender can (and do) change over time and across cultures. It is also important to emphasize that the concept of gender is not interchangeable with women. Gender refers to both women and men, and the relations between them. Promotion of gender equality should concern and engage men as well as women.

Gender Analysis

Gender analysis is a critical examination of how differences in gender roles, activities,needs,opportunities and rights/entitlements affect men,women,girls and boys in certain situation or contexts. Gender analysis examines the relationships between females and males and their access to and control of resources and the constraints they face relative to each other. A gender analysis should be integrated into all sector assessments or situational analyses to ensure that gender based injustices and inequalities are not exacerbated, and that where possible, greater equality and justice in gender relations are promoted.

Public notification on Rule 30 of the Child Adoption R&R 2015

This is in accordance with the public notification No. 2(3) NCWC/2013-2014/1330 dated March 3, 2015, with regard to the enforcement of the Child Adoption Rules and Regulations, the Child Care and Protection Rules and Regulations and the Domestic Violence Prevention Rules and Regulations of Bhutan, 2015. In this regard, the section on qualifying criteria for the inter country adoption on Rule 30 of the Child Adoption Rules and Regulations of Bhutan, 2015, has been amended in the best interests of the child and to monitor the continued well being of the adopted child.

The existing Rule 30 of the Child Adoption Rules and Regulations of Bhutan, 2015 states:

"In accordance with Section 30 of the Act, foreign nationals of a country where a Bhutanese Embassy/Consulate/Mission/Designated Representative is located may apply for adoption."


The above Rule is amended as follows:

"In accordance with Section 30 of the Act, in the best interest of the child and to monitor the continued wellbeing of the child, only applications for adoption of a Bhutanese child by foreign nationals from countries where an Embassy or Mission of the Royal Government of Bhutan is located, shall be received. If one of the adopting parent is not from a country where there is an Embassy or Mission of the Royal Government of Bhutan, the application shall be put up to the highest authority of the Competent Authority."

The above amendment was endorsed and approved by the National Commission for Women and Children (NCWC) during its 9th Commission Meeting held on 9th February, 2017. Therefore, the NCWC would like to notify the general public that henceforth any inter-country adoption shall be governed by the above amended section.

Bhutan presented its 3rd to 5th Combined Periodic Report on CRC

Bhutan presented its 3rd to 5th Combined Periodic Report on the Convention on the Rights of the Child (CRC) to the 75th session of the Committee on the Rights of Children and its initial reports on the two Optional Protocols to the CRC – on the sale of children, child prostitution and child pornography; and on the involvement of children in armed conflict, which were held on 17th and 18th May 2017 at the UN in Geneva.

Bhutan’s delegation was led by the Hon’ble Minister for Works and Human Settlement & Chair of the National Commission for Women and Children – Lyonpo Dorji Choden. The delegation comprised of representatives from the Ministries of Education, Health, Labour & Human Resources, and the Foreign Affairs & the Permanent Mission of Bhutan in Geneva; Office of the Attorney General; Secretariat of the National Commission for Women and Children; and the Youth Development Fund.

In Lyonpo Dorji Choden’s opening remarks, she underscored the importance placed on the Convention and the two Optional Protocols by Bhutan as a responsible member of the international community, and highlighted the progress made in their implementation.

Bhutan slides down the Global Gender Gap Index

The World Economic Forum introduced the first Global Gender Gap Index in 2006 as a framework for capturing the magnitude of gender-based disparities and tracking their progress over time.
According to the World Economic Forum report 2016, Bhutan’s rank in terms of the Global Gender Gap Index fell from 93 out of 136 countries in 2013 to 121 amongst 144 countries in 2016. The Global Gender Gap Index is determined on the basis of indices such as economic participation and opportunity, educational attainment, health and survival and political empowerment. Table 1 below shows Bhutan’s rank under each index:

The report shows that there is a significant disparity against women in the economy, education, health and politics in Bhutan. It also highlights the widening gender gaps in female labor force participation, estimated earned income and wage equality which could be attributed to the slow progress in realizing the full potential of the whole population. As such, this calls for the strengthening of efforts towards enhancing women’s representation in governance and addressing women’s social and economic development issues through gender equality policies and national strategies/action plans.

3rd High Level Meeting on South-South Cooperation for Child Rights in Asia-Pacific

The 3rd High Level Meeting on South-South Cooperation for Child Rights in Asia-Pacific (HLM3),is being held in Kuala Lumpur, Malaysia from 7-8 November 2016, jointly organized by the Ministry of Women, Family and Community Development, Government of Malaysia and the UNICEF. The meeting entitled “A BILLION BRAINS: Smarter Children, Healthier Economies” was based on three thematic papers: Social Protection, Preventing Violence Against Children (VAC) and accelerating Universal Health Coverage for children, women and families. The theme is central to efforts being made in countries across the region as they look at ways to implement
the 2030 Agenda of the Sustainable Development Goals – the globally agreed road map for transforming the world and leaving no one behind.



The meeting is being attended by Dy. Prime Ministers, Ministers, Secretaries and senior officials from 28 countries in the Asia-Pacific Region. The Bhutanese delegation led by Her Excellency Lyonpo Dorji Choden, Chairperson of the National Commission of Women and Children (NCWC) and the Minister of Works and Human Settlements (MoWHS), includes officials from the National Commission for Women and Children, the Gross National Happiness Commission and UNICEF Bhutan Country Office.


The HLM3 looks at how the most prominent source of economic growth lies in cognitive capital and how investments in improved and extended social protection provisions, Universal Health Care for children, women and families and approaches for preventing Violence Against Children have significant returns on investment and contribute to sustained growth.



The meeting also includes presentation on the findings from the Youth Poll conducted in 19 countries of the Asia Pacific region around the three themes. Side by side, a Youth Innovation Challenge Bootcamp is being held at Kuala Lumpur in which two Bhutanese youth are also participating. The three winning proposals will be awarded funding support at the closing event of the HLM3.

The HLM discussions include high level panel discussions around the themes of Social Protection, Universal Health Care and Violence Against Children to discuss what countries have achieved and the challenges that remain in the efforts towards the promotion and protection of child rights. Bhutan will participate in the panel discussions on Violence Against Children. With the recent completion and launch of the three-phase Violence Against Children Study in Bhutan, it provides a good opportunity for the country to share experiences and best practices and learn from the region as well.

The HLM3 serves as a platform for intensifying efforts by countries towards the promotion and protection of child rights through the sharing of experiences and good practices in establishing effective mechanisms for strengthening exchange and cooperation across the Asia-Pacific region.

Bhutan presents 8th and 9th Combined CEDAW Periodic Report to the United Nations Committee

Bhutan presented its 8th and 9th combined periodic report to the United Nations (UN) Committee on the Convention on Elimination of all Forms of Discrimination against Women (CEDAW) on 27th October 2016 at the United Nations Office in Geneva, Switzerland. The Bhutanese delegation was led by Ambassador Kinga Singye, Permanent Representative of the Kingdom of Bhutan to the United Nations and other international organizations in Geneva. The Delegation comprised of representatives from the Secretariat of the National Commission for Women and Children, and other relevant agencies including the Judiciary, the Office of the Attorney General, the Ministry of Agriculture and Forests and the Ministry of Foreign Affairs.

The Ambassador in his opening statement highlighted on the significant progress made in implementing the convention focusing on the achievements made after submission of the written replies to the advance list of issues raised by the Committee in July 2016. He also raised some of the challenges faced as a small Least Developed Country in implementing the provisions of the Convention.

The Committee Experts commended Bhutan for the remarkable progress made since the last review in 2009 and urged the Government to take further steps to address areas where gaps exist.

Bhutan ratified the CEDAW in August 1981. It presented its 7th periodic report to the Committee in July 2009.

Ministerial meeting at Delhi

The Bhutanese Delegates lead by Hon’ble Lyonpo Dorji Choden, Ministry of Work and Human Settlement, Chairperson National Commission for women and Children attended the Technical meeting and the 4th Ministerial meeting organized by the South Asian Initiative to End Violence Against Children (SAIEVAC) hosted by the Ministry of Women and Child Development, Government of India from 9-11 May, 2016 in New Delhi.

The technical meeting reviewed the progress of 10 years of SAIEVAC. Presented some of the good practices in the region such as the Track Child and Khoya Paya: ICT initiatives to track missing child,ChildLine 1098- India’s safety net for children.

In the Ministerial meeting each member state’s minister made their statement followed by the adoption of the recommendations of the 4th Ministerial meeting.

The National Commission for Women and Children (NCWC) and the United Nations Office on Drugs and Crime jointly organized a half day dissemination of the report "Legal and Policy Review of Responses to Human Trafficking in Bhutan". During the event, the report was also formally launched. The participants at the meeting consisted of Hon’ble Members of the Parliament, Senior officials of the Royal Government, officials from relevant government agencies, Development Partners, representatives of various Civil Society Organization and the media.

Awareness

The National Commission for Women and Children carried out awareness program on the Rules and Regulation of Child Care and Protection Act of Bhutan( CCPA) 2011,Child Adoption Act of Bhutan (CAA) 2012 and Domestic Violence Prevention Act of Bhuta( DVPA) 2015, in Phuntsholing Drungkhag from March 8-11, 2016, covering 1058 people including civil servant and community people and regional offices, students and girls working in Drayang. The sensitization program was lead by the Honorable Chair Lyonpo Dorji Choden (NCWC). While carrying out an awareness the NCWC distributed some pamphlets, copies of the Acts, child friendly version of the CCPA and Rules and Regulations of the Acts. The objective of the sensitization was mainly to create awareness amongest Drungkhag officials, regional officials , girls working in draying and students and community on the three Acts, NCWC and gender and child protection issues in general and expected the participants to be familiar with the laws and child protection issues with the view that they will create awareness among their family, friends and within the community

As per the Royal Civil Service Commission (RCSC) press release, with effect from 1st March 2016, the RCSC has extended the Maternity Leave from existing three months to six months, Paternity Leave from five working days to ten working days and the baby feeding break until the child turns one to two years of age.

International Day of the Girl Child (IDGC)

The International Day of the Girl Child (IDGC) which falls on 11 October is an outcome of resolution 66/170 adopted by the United Nations General Assembly on December 19, 2011, in recognition girls’ rights and unique challenges girls face around the world.

Bhutan joined the international community to observe the IDGC in 2013 on the theme “Innovating for Girls’ Education”, with the National Commission for Women and Children (NCWC) collaborated with Babesa Primary School, Ministry of Education. In 2014, the NCWC along with the Chairperson of the NCWC joined Damphu Higher Secondary School staff and students to observe the IDGC, which focused on “Empowering Adolescent Girls: Ending the Cycle of Violence”.

This year, with the theme for the IDGC set as “The Power of the Adolescent Girl: Vision for 2030” the program is to be observed at Khasadrapchu Middle Secondary School on October 11, 2015, for which Her Majesty the Queen Mother, Ashi Sangay Choden Wangchuck will grace the occassion as the Chief Guest.

Awareness program in Higher Secondary Schools of Thimphu

The Hon’ble Chairperson of the National Commission for Women and Children, Lyonpo Dorji Choden met with students of class XI and XII of Yangchenphu Higher Secondary School and Motithang Higher Secondary School on September 4th, 2015. Officials of the NCWC Secretariat accompanied Hon’ble Lyonpo. During the meeting the NCWC team discussed on women and child protection issues in Bhutan, reminded the children of their responsibilities and sought their views on the situation of women and children in Bhutan. Simultaneously, another team from NCWC Secretariat met with students of the same level at the Kelki Higher Secondary School.

Sensitization Program on Gender and Child Protection Issues in Bhutan, May 23rd – 7th June 2015

A team from the National Commission for Women and Children Secretariat (NCWC) led by the Director General conducted a sensitization tour from May 23rd – 7th June 2015 in four of the Eastern Dzongkhags, namely Samdrupjongkhar, Monggar, Lhuentse and Tashigang. The sensitization program is a kick start to series of such activities across all the Dzongkhags. The program with the main objective to create awareness on Child Care and Protection Act 2011, Child Adoption Act 2012 and the Domestic Violence Prevention Act 2013 also included sessions on the institution of NCWC, basics of gender and child protection issues and the rationale for enactment of such legislations.

The program was successful with the strong cooperation of the Dzongkhag Administrations led by Dasho Dzongdags. The participants at the Dzongkhags comprised officials from the Judiciary, sector heads, head of regional offices, Royal Bhutan Police, monk body, school principals, teacher counsellors and the business community. In Lhuentse the NCWC met with two communities - Tangmachu and Gangzur, in both the meetings, there were in average more than 150 participants.

Inter-Country Adoption

The National Commission for Women and Children (NCWC) informs that with the endorsement of the Child Adoption Rules and Regulations of Bhutan 2015 by its Commission, the Inter-Country Adoption is open for processing. As per Rule 30 of the Child Adoption Rules and Regulations, only the foreign nationals of countries with the presence of Bhutanese Embassy/Consulate/Mission/Designated Representative are eligible to apply for adoption of a Bhutanese child. The Ministry of Foreign Affairs through its letter no MFA/ PPD/GEN-5/670 dated 7 April 2015 has provided the NCWC with the following list of countries having Bhutanese Embassy/Consulate/ Mission at the moment:

1. Bangladesh
2. Belgium
3. India
4. Kuwait
5. Switzerland
6. Thailand
7. United States of America

Further as per Section 5 of the Child Adoption Act of Bhutan 2012 and Rule 28 of the Child Adoption Rules and Regulations of Bhutan 2015, Inter-Country Adoption will be considered only as a last resort where suitable prospective adopting parents cannot be found for a child within the country.

Public Notification on CCPA, CAA and DVPA

The National Commission for Women and Children (NCWC) has been designated as the Competent Authority for the Implementation of the following three legislations:
1.Child Care and Protection Act of Bhutan 2011 (CCPA);
2.Child Adoption Act of Bhutan 2012 (CAA); and
3.Domestic Violence Prevention Act of Bhutan 2013 (DVPA).

The NCWC would, therefore, like to notify the general public and concerned agencies in Bhutan that the Rules and Regulations for the three Acts have been endorsed and approved for implementation by the NCWC Commission at its 5th Meeting held on 4th July, 2014. These Rules and Regulations have come into effect from 1 January 2015.

The Acts and their Rules and Regulations are available for reference and can be downloaded from the NCWC website using the following link- www.ncwc.org.bt, and the NCWC facebook page- National Commission for Women and Children (NCWC).The NCWC would like to solicit the cooperation and support of the general public and all the government and non-government organizations, as well as the private sector in promoting and protecting the rights of women and children in Bhutan.

Advancing Economic Opportunities of Women and Girls, EOI for Impact Evaluation Study for Component C.

1. The Royal Government of Bhutan has received a JFPR Grant assistance from the Asian Development Bank towards the cost of Advancing Economic Opportunities of Women and Girls Project and it is intended that part of the proceeds of this grant will be applied to eligible payments under the contract for consulting services: "Impact Evaluation of Component C of the Project ".

1. Celebrating International Women’s Day, March 8 2014 in Copenhagen, Denmark

The Chairperson of the National Commission for Women and Children (NCWC),Hon’ble Zhabtog Lyonpo, is on a week-long visit to Denmark to attend the concluding event of the Film Festival where the Bhutanese films “Yes, Madam Prime minister-Lessons from Denmark” and “Bhutan Women Forward” produced by KCD Productions with support from Danish Institute of Parties and Democracy (DIPD) were showcased. The event was
organized by the DIPD and the Denmark-Bhutan Friendship Association coinciding with the International Women’s Day (IWD) on 8 March 2014.
In her address at the event, the Hon’ble Chairperson said “gender inequality is not about women like us who are fortunate to be well educated, able to speak out, voice our concerns and take equal opportunity but about those girls and women who are helpless, voiceless and invisible”. She called upon all the leaders to not only look at the number representation of females in politics, bureaucracy and business; but to look beyond those girls and women in unreachable corners of the globe, living in misery and suffering from domestic violence, rape, cruel customs of female genital mutilation, abortion of female foetus, dowry deaths, setting brides on fire and many more, just because they are females; and that the Good Leaders can INPIRE CHANGE-the theme of the 2014 IWD.
The event also included a panel discussion on women in politics with panelists comprising the NCWC Chairperson, Hon’ble Zhabtog Lyonpo, Ms. Ritt Bjerregaard, former Minister and Member of the Danish Parliament, Ms. Elsebeth Krogh, Director for the Centre for Culture and Development, Ms. Kesang C. Dorjee, KCD Productions of Bhutan, and Mr. Bjorn Forde, Director, DIPD.
Given the long experiences of Denmark in democracy, Bhutan can draw many lessons for the fledgling democracy and the new and future aspiring politicians. The Chairperson was accompanied by the Director General of the NCWC.

BNEW in partnership with NCWC will be organizing a National Consultation-Conference on Women in Politics from 1-2 April 2014. With experts/resource persons and women politicians from Denmark and elsewhere, the conference will update us on the topic and enrich our knowledge to make informed decisions and strengthen the achievements of our efforts to empower women.
