Pilot Testing of Online Gender Training Module and Validation of TSM Feasibility Study
The National Commission for Women and Children (NCWC), in collaboration with the Royal Civil Service Commission RCSC and UNDP Bhutan, conducted pilot testing of the online gender training module and validation of the Temporary Special Measures (TSM) feasibility study from 10–12 December 2025 in Paro, under the Gender Equality and Public Administration (GEPA) Action Plan. The first day focused on testing the self-paced online gender training module which will be integrated into the RCSC Learning Management System, which aims to strengthen gender-responsive practices across the civil service and will be rolled out to all civil servants in 2026. The following two days were dedicated to validating the TSM feasibility assessment, which examined practical and context-specific measures within existing human resource practices to address gaps in women’s representation in leadership and decision-making roles. The assessment supports national efforts to advance gender parity and strengthen inclusive and effective public administration.
